Obsidian, but I don’t see volcanic rocks where I live so I can’t help beyond that, I suspect being banded it has a more specific name.

Oregon has a lot of obsidian. If you found this piece out in the wild and all alone where it has no business being than it could well be a piece that was transported and traded by native peoples. You may want to look around for artifacts or a camp site close by.
