This is made out of early plastic of some type, It looks and feels like Bakelite but both wife and I think it's probably some other type of early plastic. I've thought of everything from S&P shaker to yo-yo to noise maker from a stuffed animal or doll, Nothing I think of makes sense. Thanks in advance for any impute you might have .

Does the other end have numerous holes in it also?

Both sides of the taper have holes like in the bottom picture , Both ends are identical .

I knew I had seen one of these before, then remembered I’d seen it in a guys early toy collection in an antique shop. It’s an early version of the Yo-Yo called a Diablo made by Parkers Brothers. I don’t know much about them but understand are pretty rare.
