reminds me of the glass rod towel holders, usually had metal brackets on the ends.

well I think that I solved the mystery. As strange as it may sound, these are being used as solar lights, outdoor lights, in chandeliers, with changing colors indoors.

Exhart Solar Bubble Stake Lights looks pretty close.​
