🔎 UNIDENTIFIED What is this Blowfish Character?

Hi and thank you in advance for your help and input. I’m trying to find out what this is used for and who possibly made this neat character piece. It is a blowfish with a hat that comes off. It is way to small for a teapot. It is marked with either Chinese or a Japanese signature. But that’s just a guess. Not very large, as fits in palm of your hand. Any help is appreciated.
