Looks like it has an attachment loop, being part of something bigger.....but not a pipe. reminds me of a pez candy topper.
Maybe the OP can take another picture showing the attachment loop, as well as a correct size (1" correct?)
If the size is correct then the thought of a charm is ?? (is the attachment hole through or just a divot)
Till then this stays a mystery
Further thought-casted-pot metal-not silver at all.

That attachment loop looks very similar to how dolls or figurines are jointed together....to have movable parts.
