What is this copper hinge thingy?

Found this in the yard last night, seems like I've seen this somewhere but cant place it. It has serrations on the oval piece like it's supposed to grip something. It was only about 3ft away from an old Tangee lipstick tube.

the scale sure makes a difference .. I agree that it's a tie clip now that I see the actual size of it.
