What is this fish thing?

Found this today on a friends property.It's about 2 inches long and an inch wide from fin to fin.It feels like lead,very heavy.There is some sort of symbols or something on each side.Both are different.The one side almost looks like a buddha or something.The other side looks like, I don't know a snake or something maybe.Any thoughts or comments appreciated.

That is kinda neat looking. Is there a hole or loop on it for a necklace?

No signs of there being a loop or eyelet attached as if for a pendant or charm. It was found about 4-5 inches down in an undisturbed patch of land.When I say undisturbed I mean it hasn't been dug or cultivated or anything for at least 40 years since the place was developed.There is evidence of some filing that was done around one of the edges that I can make out.I'll post a close-up photo.
