It's a cub scout neckerchief slide for a tiger scout. The enameled part has faded from bright red.

You guys are right about it being a cub scout slide...it's been decades since I was in scouts. Cub scouts would advance in rank. The different slides were wolf, bear, tiger. I don't know in what order. Someone else can help on that.
