What is this thing? I found it outside of my complex in the street next to where I parked my car

It looks like maybe it's a pocket magnifying glass. Used to look at coins, jewelry, or anything small. I had some that were similar for coins and jewelry. My wife uses them for everything! Even to look at rocks.

I thought that too but if you look at the magnifying part, you can’t actually see through it. Inside that same part there are little black/brown things that look almost like pencil shavings
