What is this? Navy shield with 22 stars.

Found this yesterday at an old farm, almost destroyed it, left side anchor holding on for dear life.
No clue what it is, made of copper.

Maybe just a coincidence......the Department of Homeland Security's shield contains 22 stars that represent the original 22 entities that came together to form the Department.

After seeing the comment above about 22 stars wondered if it was coast guard. Found this, looks very similar.

I've spent a considerable amount of time off and on searching the net to try to help you ID this thing and I have come up with nothing. I do feel it is most likely a civilian patriotic item. My gut tells me Span-Am war period.
