is the back wire a loop?--if so it might be a baiting needle used to made a hole in a bait fish ...or it poke a fish's air bladder after coming up from from deep water to release air pressure so it can be released safely

It is a tool for fly tying. The wire loop threads the thread through a bobbin barrel and the other end is used to put a drop of head cement (glue) on the finished fly. That end also cleans out the bobbin barrel when wax builds up in it (from the waxed thread).
