Looks like a roller for something......many applications for an item like that.

the uniform perforations on the 'flat' side lead me to believe it's a spout sprinkler head from a flower watering can. the plastic part on the other side attaches it to the spout of the can. probably 1960's or 70's

Looks like a diaphragm from a carburetor that dampens the throttle return so the engine doesn't die from the sudden release of the throttle, its missing the rod, spring, and mounting bracket. ?????

It's from an old commercial sink faucet sprayer that they had in school cafeterias back in the day.
