What is this silver cross!!!???

I was detecting on the beach and found this cross and wreath with rough Norske translation on some of the words. What did this come from? Any ideas? I also found this other strange piece today. I'm thinks it's off a garmet of some sort. It's about a inch and half long and all 3 off the half moons swivel, it seems to be made of brass.

I have been working a WW1 military site and found hundreds of buckles, I also found three a little different than yours but obviously for the same purpose around late 1800s or early 1900s....
