Found this metal detecting at a site of an army air field. Base. Training practice. Knocked off the rust tapping it with the brush. Is related to the army air field? Base? Training practice? Civilian? One was 5 inches deep and the other one was 5 to 6 inches deep. How do i preserve it from flaking? what is this?

It almost reminds me of the bottom half of German 20mm flakvierling cartridges from the Second World War. They were also made in iron variants.
