Hey Petrie, I hope that works out for you. Maybe the guy has been on vacation or had sickness in the family or something. I would attempt to contact him again and ask him "What gives?". If it turns out to be a rip-off, I hope you used regular pay-pal's regular purchase payment and didn't send as a gift option. Some folks ask for their payment to be sent as a gift to keep from having to pay the pay-pal fees on their end. If you don't get a response back from the guy and you didn't send as gift option then contact pay-pal and file a claim with them. Also if you use a credit-card to fund your pay-pal purchases contact them and file a claim to have the charges reversed.
As for them being a "Charter Member", that may not mean anything either. Anybody can upgrade to being a "Charter Member" by paying the upgrade fee, which is something like $20.00, and that gets you either a 6 month or 1 year Charter Membership. I can't remember if it's 6 months or 1 year. You can click on the Charter Member heading at the top of the page and click on Upgrade and it will tell you.
I have bought what I consider to be a lot of items online and fortunately I have never had any problems. Most folks are honest but there's always one or two in every crowd. I hope this helps, good luck on your purchase.
