My first thought was part of an old jack. Almost looks like a step for a foot :icon_scratch:

Yes this is a correct ID. I worked for the city water department for 10 years and have seen a many of these. The lids were round and made of cast iron and the locking mechanism was brass. Ford Meter Box company was a main manufacturer of these lids and I think this is the "Dallas" style type of lock.

Here is the type of lid that this piece belongs too. This lid is from New Orleans. Some water meter lids can be quite ornate and are collectible.
