Found this in the dry sand on the Marina Peninsula in Marina del Rey. Brooch mabee? Also, how would one clean it up? I find coins in the same type of condition too.

Looks a little like a neckerchief slide. If it's made of copper, you might try cleaning it the same way as a copper penny. Start with just soap and water, move on to a vinegar or lemon juice soak, then electrolosis if you need more cleaning.
