SMALL, MAYBE 2 INCHES ACCROSS BY AN INCH AND A HALF HIGH

It looks identical to the buckle on a WWII US Navy gas mask bag which I have. The "arrow-head" clips into a wire spring clasp which is attached to the bag. This attaches the end of the strap to the bag. Unsnaping the "arrow-head" allows one end of the strap to be removed from the bag.

INTERESTING BECAUSE THE MARKS ON THIS MAKE ME BELIEVE THAT ITS HANDMADE,
NOT MACHINE MADE.
