I was told this is horse tack. But I'm thinking the shorter one is something else, maybe cufflink or type of button

Could be rivets, as button studs or cuff links tend to be made of better metals. But I could be wrong, wouldn't be the first time or the last time.

Definitely rivets.. if it were for horse tack, a distinct possibility, todays rivets are now Chicago screws

Just thought about it, could also be rifle sling buttons. They were made out of steel, among other metals.

are you talking about length, or construction in general? If you’re talking about length it the thickness of the leather (or number of layers) it went through. Otherwise I agree with previous posters…..rivet for leather, just different styles.
