What's this?

I was told this was a medal from Civil War era... It does appear to have evidence of gold colored plating. Looks like solder repair was attempted. Any ideas?

Looks like a decorative hinge to me.
If not that then part of a horse bridle.

It almost looks like a lamp finial to me and oriental in design.
