✅ SOLVED Whatzit found in the same hole as a barrel tap

Hi all, dug both of these from the same hole near a home built in SW Ohio prior to 1828 that burned down in 1944. The top artifact is a barrel tap. The bottom artifact is a hollow tube tapered towards one end with horizontal lines similar to the barrel tap. What is the bottom artifact and was it used with the barrel tap?
