looks to be some sort of scraper or planer...the jaws adjust to hold a bit....

"White" made apple peelers years ago and the metal and construction of your item sort of looks like their work. Not made for peeling apples, but maybe for some other food item?

almost reminds me of a leather vice a cobbler or such would use to hold the sole to sew?

I'm not sure how it might work but could it be an antique wringer mop or mop wringer? The logo looks like the design for the White Mop Wringer Company.

That White logo shape is identical--think we are on to something--related to the mop wringer company for sure.

I think it is the remains of a clamp-on rear view mirror (mirror is missing, of course).

This one clamps on the windshield of a Model T. Others would attach to the spare tire.

It's obviously meant to clamp onto something. Is the business end a hollow pointy tube?

No, it is not hollow, but there is a pin or keeper hole near he tip.

reminds me of a dental tool, maybe for horses,etc.

It is for a mop you undo the wing nut then put mop head in tighten then get busy mopping the wooden handle is missing.
