That's what google lens says. 
It looks old. The profile is low and difficult to work (Yes, I got it partially unfrozen). What's puzzling me is the metal. (The screws and hex nut are steel and rusted.) The latch, base, and pin are all the same metal; non-magnetic, and no rust. It has the same look & feel as the tombac button I found a while back. Would they have used tombac to make something like this?
If not, what might this metal be, and could it help date the latch? Thanks. 🙂

Red spot appears to be remnant of red paint.
The flat side isn't exactly straight.IDK why. 
[EDIT:] It's straight if viewed at the right angle. The ends are bent (see profile view) making it look like the edge isn't straight. Clever Victorians!
