wired state quarter

I was looking through pocket change when I came upon this quarter.? It is a florida D. what is different about this quarter is that there is an inner ring inside the strike mark about the size of a nickle and it is perfectly centered in the quarter. Any ideas on how this happened? Mint error? or something, I dunno?
it runs right under U>S>A and right over quarter dollar.

It is a common thing. I think it is a result of the counting or rolling machines. I have seen quite a few quarters and half dollars with that same ring.
