Interesting. Was it a river crossing? Did you find the outer metal rim?
 

If it was found at a river crossing, I'd check both sides of the banks high ground for a camp site. Cool find.
 

years ago i found a very large hub in the blue ridge mountains - GA
take a bunch of measurements, spoke count and so on.
theres charts out there that will give you what your asking for.

As for date, I can give a hundred year range, but folks didn't toss things out,
because they were broken, it would get fixed somehow, however with broken hub, axle,
You-are-out-of-luck - no roadside assistance from AAA, you know...!

From the size of the spokes I would say it is a buggy wheel.
