The smaller primer with the black stuff around it is patching I believe. Under a 10x loupe it's definitely a fiber material. Any ideas on this stuff, age?

The threaded bolt appears to be the same kind that secures an earth moving blade to a machine of sorts. Could be over 100 years old or recent.
