It states specifically repeatedly that it pertains to areas where the STATE(and not the feds) have pre-existing mineral rights.Just yet another slam against dredging on beaches in kalif as they just GOTTA make sure to kill any hope anywhere for any man doing anything that can't be taxed to death-F'M' all-John

You're absolutely right, John. I always said that it is jaelosy when it comes to environmentalism, which is true, but with the government it is about money, pure and simple. If the mining community or dredgers proposed that we would be willing to pay a tax of lets say 50% on the gold sold after being found, would they reconsider re-instating dredging???. Depends on how much they think they could get. That would get the cat out of the bag. That would create a huge wedge between them and the environmental groups.

spot-on Hoser, Tax tax tax n then feed them some welfare BS and tax some more, I was thinking more in the lines of the Combie, because it does say Navigable water
ARMchair you could be on to something, will work in the manner same as the government " think about it Mr. Brown you could make all this for the state" then will just dig some holes in the back yard
