Strange the stone & top piece look late 17th C - very early 1700s, but the the base is odd for this period!
The buckle could be late 17th C as well, I have found a silver version of that type.

I think the dome shape of the stud, and the very thin back plate points to that function. any thing else would have to be heavier.Although the mounting looks earlier, I've been think on this one & have to agree its more likely a mid-late 18th C Collar Stud, not a cufflink & not as early as I first mentioned.
