Intracoastal beach/park find; Any ideas??

Dug this up about a foot under the sand on a South Florida intracoastal park that's been around since the 1950's. It was hitting on mid range very steady. I'd appreciate any feedback!

That thing was hard to dig out too! Found the handle first & was hoping it was a metal case with something in it. Just a modern piece of junk!
