If its anything used I would say its a base to a broken knife. In other words the blade edge is missing if it was anything.

Looks like what I would call a utilized flake judging from all the edge work.

Is that appendage flaked all the way around?

Quito-yes, all the way as far as it could go until it got to the low grade chert.
