I was once told that this is a Mongoloid. I am curious as to what culture this may belong to. And what about those other rocks/formations? Also what about the varnish or lack of varnish that makes almost a perfect square angle?

That looks more like a classic gorilla head. There are only 3 basic classifications of the human race; the Caucasoid, the Mongoloid, and the Negroid. The Mongoloid is the origin of what we call Oriental and Russian strain. Gangis Kan is one of the most historical representatives of a Mongol.
