Been at it about a week now and found this buckle. I'm still trying to confirm what it is.

Yep. I believe CannonBallGuy Id it for your correctly. Just wanted to make sure it wasn't the 1876 version. In America Military Belt Plates page 608 it say's

Waist Belt Plate, Regulation 1905 Pattern, Navy Officer ca 1905-1915

Gilt cast brass plate. Applied tongue. Back stamped HORSTMANN/PHILAD A. Horstmann was a major government supplier from the 1850s until WWII. The Navy's 1905 regulations prescribed this design for officers. It closely resembles the 1876 pattern except for the sideways alignment of the eagle and the slant of the anchor. This style was worn until 1940 when the eagle was turned to face the other direction.
