Silver Ring face/latin/ID?

Below at bottom of photo there's a small, round facing of a ring with an insignia in latin (can't read writing in photo as it's too small). Earthworks looked at it closely and it reads SIGILL : COLL : YALEN : NOV : PORT : NOV : ANGL. I found the following "tobacco felt" flag item on ebay with the same insignia. Any ideas? (it says "sterling" on back)

The design is the seal of Yale University. SIGILL : COLL : YALEN : NOV : PORT : NOV : ANGL. is abbreviated Latin, for "Seal of the College/University of Yale, New Haven [Connecticut], New England." Other elements of the design are explained at:
