From what I know, if a road or trail is shown on a USGS topo map from 1976 or before and the forest circus wants to close it down, they're required to do a full environmental impact study BEFORE they can close it. They will often try to get by with just doing an environmental assessment instead. The assessment isn't worth the paper it's written on in these road closure cases. They try to get by with this shortcut because it only cost them a few bucks instead of the 1/2 million for the full study. A lot of people don't understand the difference between the two reports and as soon as they hear "environmental report" they accept that everything is on the up and up so they go with what they're being told by the agencies involved.

They bring up in the podcast that the counties are the "owners" of the road and trails on public lands within their boundaries. More counties need to remember this fact and that THEY have the right to tell the agencies NO.
