Using tethered goats to clear undergrowth ?

I would like to have a couple for the yard, keep the grass short, and fertilize it at the same time.
Unfortunately city won't let me.
...they are quieter than my neighbors too.

My dad had a goat once. We got rid of it after it ate his TRACTOR seat. They will also need their goat house, goat waterer, goat vet shots and will have to be fed when the growing season is done. Around here you can RENT a goat for the use you need. Check that out.
