The $100,000 gold certificates were never in public circulation. They were used (pre-computer) to balance accounts between the Federal Reserve Banks.

I suggest private ownership today is illegal because (1.) The Gold Act of 1934 made it illegal; and (2.) Any bill in private hands had to be stolen.
