1860's site Need an ID on a unique item never seen one like it

Went out for a dig with my buddy Tim today on a civil war era homesite in Lancaster va , Tim got a flying eagle cent , and a whole tribe of Indians his and mine range from 1860-1865 all finds in the picture are mine for the day ,scored a 1856 seated dime in another field we hit and the dandy button . But a great day swinging I found the button size object with the four holes and I am stumped it appears to have a pelican head down so if anyone knows what it is please do let me know never seen one like it in my 18 years of digging . Thanks for looking !

Usually the pelican is associated with Louisiana. Specifically for what function, i am not sure.
