The cripple creek tag looks like the tags which would be sewn onto swimwear to show the wearer was an approved member of an association.
As a child, we had similar type of tags our mom had sewn onto our suits for the Miramar Club.

I really like finding the old Dog Tags - found around (30) of them - my oldest is 1918.
