1934 Anchor Sash Buckle, Solved! Civilian piece

dug this item a while back, found a 1934 patent.
wondering if anyone knows if this saw military use, or was a yachtsmans trinket.

Neat specimen!Given the size and style,I am thinking it is civilian use.We find very similar types that we call,"womens",buckles although there is no proof there were strictly worn by women

When found, I figured a fairly modern civilian piece.
I then came across a similar anchor Tongue listed as 'Early Navy'
How this piece got a patent in 1934, when similar buckles have been made since 1832
surprises me

I just found one half of that same buckle here in Mass today... really cool item... Glad I got to see the whole thing...nice find by the way...
