1954 Nickel with an odd ring?

I've had this coin for a long time, and have often wondered why there was an odd ring around the coin. I don't think it is a bezel. When looking at the front side of the coin it almost looks like a mis-strike possibly on a different planchette. But viewing the coin from the back you can clearly see a seam. It does seem to have a high relief.

What do you think?

not only that but above the liberty 1954 there is what i think might be an error
 

Definitely a bezel, the little piece sticking out is what is left of the loop for hanging. I think that is just damage above Liberty, from mounting the bezel.
