That's a tough one, but I'm leaning towards isolated md.
 

Although there are ten different RPM Varieties listed with Coneca for the 1964-D Roosevelt Dimes, I am going to have to agree with enamel on this one! The reason is because it appears that a portion of the "D" has been peeled away to make what appears to be more of a flat shelf doubled bottom of the "D" and because I know from experience that the 1964-D Roosevelt Dimes were plagued by Machine Doubling on the Mint Mark.

I agree as well.
The "secondary" seems to be wider than the base of the real one.
