What is it with these old silver proofs? Where are you finding these things? I have never found coins like this CRHing.

If it was rubbing up against other coins, it will never get a clean proof rating. Any damage at all and it will be considered "Impaired". Personally, I like some toned proofs but yours has such a localized section of toning that I would think it would not be attractive to the general collector. If it's impaired, not worth much over silver value. If for some lucky reason it's not impaired, less than a "clean" proof of the same grade.
