1968-S RPM? and 1983 CUD?

I found this while coin roll hunting last week and it caught my eye right away. It is a 1968-S that looks like the mint mark may have been re-punched. I also found a 1983 that looks like it has extra material on the 3. Here are a few pics. I tried to flip the close up of the S right side up, but it wouldn't do it. All opinions would be appreciated. Thank you.

Good eye! I can't say with any certainty that the 1968-S Lincoln Cent is an RPM as the "S" Mint Marks on these Cents are all too often "filled" and this one appears the same. Having extra Copper fill the Mint Mark almost totally obliterates the evidence of a previously punched Mint Mark. Now, the 1983-P Lincoln Cent has a Die Chip attached to or next to the "3" in the Date. Not: Cuds are only at and adjacent to the rims as they are the result of Die Breaks on the edge of the Dies.

That doesn't look like a die chip Frank, more likely a plating bubble.

Or clogged dies on either one of them.
