1995 Error Quarter Help

Today my daughter found this quarter. It is grooved where the reeding would go . It looks like the reeding was never put in. Is this quarter valuable? attached are 2 pictures.

If I had to make a guess, from things I have read in the past, it was probably cut out on purpose, to wrap say fishing line around it to put into anything that takes a quarter, in an attempt to gain credits on something, a free load of laundry, a free carwash, etc. etc.
As far as I know the reeding is formed when then coin is stamped.

Pretty cool though. Someone with access to an expensive mill with too long of a lunch break?
