Often, but not absolutely always, a winged wheel emblem signified an "Electric Railway" Company. For you young folks who've never seen one or even heard of one, an "Electric Railway" is a city steetcar that rode on rails like a railroad down the middle of city streets, and the streetcar was powered by bare (non-insulated) overhead high-voltage electrical wires. I rode on one in downtown Atlanta when I was a kid in the 1950s.
