If the bill is real, it is called a "third printing missing" bill.
No doubt a Google of that phrase may get you to your answer.

is it just me or does it look like where the serial number should be it is wavy like some sort of chemical was dabbed over it to remove the numbers?
 

I am surprised that no one has suggested having the bill certified. If it is certified genuine, the cost of certification is justified. If found to be an altered/non genuine specimen, if not subject to U.S. laws, it might bring a small premium as a novelty to a handful of collectors that may pony up enough to pay for the certification as such.

Where did you say that you got it?

It looks like it was pressed on but no ink came out. The serial numbers and Fed bank district number are printed on the same way the actual note is, the intaglio printing method, where it is stamped on at high pressure.

Welcome to the forum. Not exactly sure why you made this post on an 8 year old post. Also not sure what you're trying to accomplish.
