2017 D Penny Error Question

Not sure if this is oxidation or not but it came out of a new box of all 2017 D. Should I keep it or not.

If they are bubbles then it's a case of the plating not adhering to the planchette correctly. Most collectors, myself for one, consider it damage from the mint. You can keep it as an example.
