Can we see a pic of the back of the 1936 bottom item? Does it turn? It looks like letters under the holes next to the 26 numbers. Is it the alphabet? (26 letters)

I think its some knda lifting, towing or rope mooring bracket. Maybe for a boat being brass. Maybe even horse related.
