A different type of buckle?

We believe this to be a silver plated buckle of some sort. You can just make out some of the silver still on it. Too big for a shoe or belt. We think it may be brass. Any thoughts would be appreciated. Thanks for looking!

I am not sure it's a buckle of any type. Can you give us its measurements and a photo of the end view.
