That bell is too large for a cat. The ones on their collars are smaller than a cent coin.
Does that have a place to hang a clapper inside of it? Might be a broken candle snuffer, if not. The holes around the edge make me wonder.

its way too big for a thimble. It does have 3 holes around the perimiter
